Best Horror
Goosebumps- Huge seller, very popular in the 90's and still somewhat today.
Tales of Terror
Scary stories to Tell in the Dark (Schwartz) - very popular 20ish years ago, still popular today. This is the one with the really creepy artwork and the stories are actually kinda gruesome for their age range (4th grade I believe). It was listed by ALA as one of the most popular banned books.

Monster of the Year (Bruce Coville) - The book that got me into heavy reading, great message on censorship, but a little preachy.
